NORTHEAST MONSOON (AMIHAN) is being enhanced by TROPICAL DEPRESSION 33W (SAMUEL) bringing partly to mostly cloudy skies with passing occasional rain showers and possible thunderstorms across EXTREME NORTHERN LUZON, EASTERN & SOUTHERN LUZON, BICOL REGION, NORTHERN PALAWAN, VISAYAS, & NORTHERN MINDANAO. Winds of 35 to 55 kph (Fresh to Near-Gale) will blow, making the seas moderate to very rough (2.0 to 5.0 meters) and risky to all type of sea vessels to navigate on.
