NORTHEAST MONSOON (Amihan) bringing cool and cloudy conditions with occasionally scattered rain showers across EXTREME NORTHERN LUZON especially along BATANES GROUP.  Fresh breeze to high winds of 35 to 55 km/hr will be expected along the SEABOARDS of NORTHERN LUZON making the seas moderate to rough (2.0 to 3.5 meters) and risky for both small and medium-sized sea vessels.

THE REST OF THE PHILIPPINES will have partly to mostly cloudy skies with isolated to scattered rain showers and thunderstorms in some areas especially in the afternoon or evening.
