Surge of NORTHEAST MONSOON (AMIHAN) blowing across EXTREME NORTHERN, NORTHERN & EASTERN LUZON; BICOL REGION; QUEZON; and NORTHERN SAMAR. Cooler conditions with mostly cloudy to cloudy skies with occasional isolated to scattered rain showers and thunderstorms will be expected. Fresh breeze to near-gale winds of 35 to 65 kph will blow making the seas rough to very rough and risky for both small and medium-sized sea vessels.
Meanwhile, The REST OF THE PHILIPPINES will have clear to partly cloudy skies with the possibility of isolated rain showers or thunderstorms developing later.
